La manifestazione si tiene sotto la giurisdizione della FIGC ed è considerata de facto una "coppa federale" (come la FA Cup inglese), sebbene essa sia, de iure, una "coppa di lega", similarmente ad altre competizioni nazionali come la Coppa Italia Lega Pro, la Coppa Italia Serie D e la Coppa Italia Dilettanti.

La prima edizione del torneo si svolse nel 1922, e questa fu l'unica organizzata direttamente dalla Federcalcio.
